  The 40th Meeting of the Soltek Communist Party

After a long delay, the 40th Meeting of the Soltek Communist Party has arrived. William Locke is the General Secretary or aka the leader of this meeting. Numerous other important members are Roy Burns, Vance Gure, Ulysses Regan, and Tzarfir Yutan.
Tzarfir Yutan is the cousin of Edward Yutan, who ran away from home and joined the communist party, after realizing how horrible Edward Yutan was. Despite suspicions of him being a spy at first, he was proven himself as a loyal member. Tzarfir is the Minister of Foreign Affairs, where his main job is to meet with other communist parties and interact with them.
Ulysseses Regan is the General of the People's Army, where he controls the military of the Party, which is non-existent as of now, due to Yutan's banning of the party. However, the soldiers remain in the Sol Federation, awaiting the command of Regan's military genius when the Party comes back. Thanks to Regan, the Communist Party has been saved numerous times from sudden attacks from Yutan's military.
Vance Gure is the Minister of the Youth, where he controls the Soltek Youth, a organization supported by the communists to recruit childern of communists to prepare them for their joining of the party. Effectively, this gives him control of the party's future, however Locke has chosen him for good reasons. He has charm, intellect, and joined the party at age 10 after his parents were executed for going against Yutan.
For this, he earned Locke's respect, for his extreme devotion to the party.
He can be called somewhat of a radical.
Roy Burns is the best friend of Locke, who joined the party with Locke in 1999. Mostly a political philosopher, he studies the words of Marx and wonders how best to use them in the real world. He has studied successful and failed revolutions, studying how to achieve success with the Workers' Revolution in Soluske. He has no real position, but is noteworthy.
With all that all out of the way, the meeting can finally begin!

  [OOC] Global Information Survey

If you have read the IC thread, you will know that the Global Information Survey is an effort to collect data from the various nations. This has a number of purposes, but the main ones are to help you develop your nation and to help others in knowing what kind of nation they are interacting with. If you have some questions on what would be the best way to answer a particular question in the Survey (for instance your population), here would be the place to ask. In the meantime, here are some basics tips:
  • Your answers have to be realistic. There is always some leeway, but keep it within reasonable limits.
  • Big isn't always better. If you make all your national statistics excessively large, that will hardly be realistic.
  • By the same token, your nation can't be entirely self-sufficient: it can't produce everything, have zero poverty and the like. There have to be drawbacks.
  • If your nation is on the map, I have your surface area. Make sure to ask here.
You don't have to answer all the questions, and it's always better to leave one blank if you prefer to wait for guidance here. If enough people answer, I will make maps that show which nations are monarchies, which allow capital punishment, which drive on the right, which have the highest GDP, lowest poverty rate and so on. It should be fun!

Welcome to the Global Information Survey!

Founded in 1953, the Giorgios Passolides Centre for Statistical Research is the foremost statistical institute in Selene, tasked with gathering data from around the world to assist class and research efforts for the faculty and students of the University of Byzantium.

Since 1987, the Passolides Centre conducts the Global Information Survey, a collection of diverse data from countries around the world to be used by the University of Byzantium and the Government of Selene, as agreed upon by Chancellor Tsaldaris and Prince Marcus VII in their Memorandum of Understanding that same year.

Originally the Survey was filled by doctoral students at the Passolides Centre. Currently a copy of the Survey is sent to the foreign ministry of each country, and doctoral students complete what information remains missing after the limit to send responses has passed.

Since its first inception, the Survey has been a reliable source of information for students and governments alike, and it is our hope that the March 2017 iteration will carry on with that proud tradition.

Yukhtritsist Communism


Is a philosophical and economic ideology that is structured using the basic ideas of communism to create a new system where the elected government controls all means of production for the people instead of the people collectively owning production. This ideology changes communism but keeps it at it's core value and gives it small changes that it's creator considered to be missing from the main idea of communism.

In Yukhtritsism the Government controls all production and resources in order to distribute them equally amongst the people just as the basic foundation of communism. With the government in charge of production they are also tasked with providing labor to it's citizens in order to keep the production going and resources flowing. So the government must provide labor based on skill to its citizens, and reward its working citizens an equal share of the distributed resources by resolving their basic needs such as food, water and housing. To bring a competitive spirit to make citizen's better themselves the government may include luxuries such as promotions giving more responsibility to the worker and better housing. Every citizen is guaranteed some kind of housing, food and water however are also guaranteed to all citizens while workers can better themselves and gain promotions and better housing they cannot be entitled to more food or water than any other citizen thus making all citizens equal. 

Citizens who choose not to work should be forced by the government to work so they may earn their distribution (basic needs) from the government just like their other citizens. If they still refuse to work even by force these citizen must then give up their equality and removed. For citizens who have been deemed unable to work by the government they will be striped of any extra luxuries and live with just basic distribution. 

Wages are earned but are limited to the citizen as a majority of their wealth is used on their distribution these wages can be spent on simple luxuries that are more personal to the citizen. These luxuries could be tobacco alcohol or the arts the government cannot predicted the every need of a citizen but can allow them wages to satisfy those personal needs. Wages are also distributed equally and are not considered a luxury no citizen will be given more wages than the other.

Education is important and will be owned by the government in order to keep every citizen equal given equal chances to succeed the government will be tasked to figure out if the necessary skills are met by the citizen to further their education. A college student will be treated similar to a worker as they will be given their basic needs but not payed wages nor will they receive luxuries but with education they will be given skill that could lead them to a promotion early on giving them luxuries.


History

Dometri Yukhtrits was an economics professor who lived in Fornoire. He spent most of his life teaching at Kumari University a school that was opened up to allow education to be affordable for the lower class in Fornoire. In 1976 Dometri Yukhtrits was reviewing communism in his class and one of his students that felt it was incomplete, inefficient, and unstable and made a mockery of it. The student claimed that competition is necessary for people to better themselves capitalism offers that but communism everyone is equal even if your lazy. Yukhtrits was an advocate for communism and very open about it which was taboo for anyone at the time so he created his own version to help convince the student and students that communism could be efficient. It is said that Wolfric the ex-general secretary of the R.C.S.K. was the student that made a mockery in his class but this is just speculation as he never used the system during his time in office. 

With this new system he submitted it to the economics department of the Fornoire College Board who read it over and officially adopted it as branch of communism to be taught in schools. This brought success to Yukhtrits career which eventually lead him to become apart of the college board and also became the general secretary of the labor party which was the major communist party in Fornoire.

Yukhtritsism is actually used in a national economy the Union of the Communist States of Kumari was the first to officially use it as their economic system in 2017.

  Mondtburg Government Politics

Mondtburg's Government structure is divided into four separate branches: Judicial, Legislative, Sovereign and Ecclesiastical. The Archbishop of Mondtburg is the head of Executive, Legislative and Ecclesiastical, while the Archchancellor acts as head of the Judicial branch to act as a counterweight against the Archbishop.

The Legislative Branch of Government consists of the Mondtburg Parliament, which can be dismissed at any time by the Archbishop who also has veto. The Archbishop's veto can be over turned with a 75:100 ratio, and the Archbishop's dismissal of Parliament can be nullified by the High Chancery. The Parliament is unicameral and has 100 seats, currently the party with the most seats is the Occidental Party, having 61 seats, followed by the Sovereign Party, having 37 seats, and then there is the Red and White Party, controlling 2 seats. The Parliamentary election will take place March of this year, however, so the political climate might change soon.

The Judicial Branch is lead by the High Chancery, which is led by the Archchancellor. The High Chancery is above 3 Petty Chanceries, Internal Chancery, External Chancery and High Civilian Chancery, which are all above the regular civilian court system. The Internal Chancery handles petty corruption issues inside the government, the External Chancery handles foreign cases, whether it is about Mondtburg Citizens abroad or foreign citizens inside Mondtburg, and finally the High Civilian Chancery handle cases that are too important for regular civilian courts, like treason.

The Sovereign Branch is headed by the Archbishop, who controls the police and the military.

The Ecclesiastical Branch controls religious aspect of government. This branch is headed by the Archbishop and the Bishops' Council, with Mondtburg's 5 dioceses sending in their Bishops or a representative. The Council decides what regulations should be put on religious institutions and churches. The Bishops' Council also works with the Ecumenical Patriach to decide the succeeding Archbishop should the reigning one die or resign.

  The Soltek Communist Party

The Sol Federation is a nation deeply divided between fascists, communists, and democratic supporters. It is under the rule of Edward Yutan, the dictator of the nation. The opposition are the communists and democracy supporters. The two are working together to bring Yutan down. The Communist Party is under the leadership of William Locke, the General Secretary, and in exile. The party is in Fornoire, but wishes to save the people of the Sol Federation.
"We must liberate the proletariat of the Sol Federation from the fascists!" said Locke.
As of now, the Communist Party has about 80,000 members, but only in Fornoire. They're could be numerous in the Sol Federation living in secrecy.
Currently, they're banned from entering the nation, but they hope to end Yutan's rule with the democratic supporters. William Locke asks fellow communists and socialist states to aid them in end of Yutan's reign.
(If anyone asks, they are Marxist-Leninist, however since the whole topic is bit iffy, I won't say they are. You may have your nation react to this recent news.)

The King, Willihiam III, assembled the 50 most rich people in the Kingdom, some noble, some bourgeoisie, and few formerly lived poverty. They all waged a campaign against the Social Democratic-led government, who tried to raise taxes on the rich to re-construct Catherine and fund new programmes to alleviate poverty and provide free healthcare, education, etc. In his home, the Silver Palace, he spoke

"Greetings. It has come to my attention that you have all waged a campaign against the people"

"I cannot believe that such greed for billions still exist. We live in the richest times for humanity, where a middle-class Fornirian could easily live better overall than one of my royal ancestors. We live in a time where illnesses can be cured, and we see such illnesses like smallpox as painful, but nothing lethal, when, in antiquity, it killed even the most noble and royal. We live in a time where we can afford way more food that we should consume to survive, and the night is vibrant with activity thanks to electricity, where in more primitive times night's darkness ended the day's activity. We have come so far as a society, as a civilization, and as a nation"

"Yet, I cannot believe there are people still suffering in dire poverty, when we are in our prime in terms of wealth and knowledge. Every time I look at my window, seeing the poorer districts of Catherine from afar, I am heartstricken, saddened, and in distress, whilst I see my neighbors in their yachts in the districts closer to my palace, enjoying the majority of the wealth of all of our society produces. Synopsis:
Safira Ĉiela is an agent working for the Septiman Inteligenteco Agentejo (SIA) in early 1957. Working on a recent case involving two Sartorian fishermen sailing into restricted waters, she notes their glassy-eyed look, the precise route through naval patrol patterns, and cryptic bluish papers with curious writings on them, a symbol of a head with tentacles included. As a part of the investigation into the case, she contacts her counterparts in Section 3 of the Corpo di Carabinieri, a Sartorian intelligence agency, and requests info on a tentacled beast. After some hushed discussion, she is hung up on. Ĉiela brushes the case aside when directly ordered later by the Councillor of Defensive Affairs, Merita Valora.

A few months later, another case of a boat sailing into the same restricted waters occurs, and Ĉiela demands to get on the case. When she is refused by the director of the SIA due to ‘past incidents’, she takes a leave of absence and attempts to investigate the incident on her own. Successfully breaking into the hotel where the sailors are, she interviews them but discovers one of them, a Private,  is in some sort of trance and is unresponsive. The others are normal and she gleans that one was a doctor, two were Army Privates, and another was a mother of four. Ĉiela also discovers that they all shared a similar dream of a huge tentacled beast in the middle of the ocean. She tried to gain more information but facing her own discovery and arrest, she tries to escape the hotel. She was discovered by a Sartorian agent, Sergio Carrese, who was after the same information she just learned. Together, they escape and go to Ĉiela’s home.

At her home, they discuss the apparent problem that faced the two of them. Multiple ships and boats have been intercepted crossing into restricted waters that border both Septima and Sartoria, with the common theme amongst them being that they had bluish papers with a strange language written on them. Carrese mentions that some have said ‘Sacur porta!’ or ‘Sakve kondukas!’, meaning ’Sacur/Sakve leads.’ Carrese is visibly shaken whenever Sacur mentioned, and when Ĉiela questions him on it, he responds that it is the name of an old Sartorian god that turned evil and rampaged around Sartoria, killing huge numbers in ancient times. Because of the incident, the people who lived in Sartoria lost faith in religion and have stayed non-religious since. It reminds Ĉiela of a story in the Septiman religion of Sakve, an evil deity that nearly destroyed the original Septiman peoples. The event solidified their faith in their religion around ‘the Prophets’, and it has stuck with the Septimans ever since.

Deciding to return to their jobs in order to investigate any incidents of ships travelling into restricted waters, they part ways but promise to keep in touch. Ĉiela returns to the SIA and continues working. A new director, decorated agent Petro Jozefo, was appointed directly by the First Councillor due to allegations of heresy against the Councillor of Defensive Affairs. He creates a special department to handle the cases, with Ĉiela as one of the agents assigned to it. The other agents are very lax in investigating the cases, and often leave aside important details, which infuriates her. Jozefo calls her into his office and the two talk about the cases and what the possible implication might be. He notes the mysterious behaviour amongst both the agents and Councillor Valora, and Ĉiela tells him about the prevalence of the incidents occurring in Sartoria as well. Musing over this, he allows Ĉiela full access to the records of the incidents, on the official record that she is leading the special department and requires full access to conduct her work.

Some time later, in early 1960, a Septiman Navy vessel patrolling the restricted waters goes rogue and sails directly into those water. When they were finally stopped and the crew arrested, the upper deck crew appeared to be in a trance. The other crew in the lower decks were not in a trance, so the incident causes the entire agency to investigate it thoroughly, at the behest of the First Councillor. Sartorian agents were brought in, at the behest of Jozefo, with Carrese included. Ĉiela and Carrese reconnect, and while working, discover a connection to Merita Valora in the captain’s office via an official communique, enclosed in a confidential orders envelope with the Councillor’s signature and the cryptic language.

Ĉiela brings the paper to the attention of Jozefo. He reveals a huge number of papers with the language, and deciding to arrest Valora on the basis of heresy and conspiracy against the state, Jozefo takes Ĉiela and two other agents to arrest the Councillor. Travelling to the office, Jozefo and the three agents walk in with their pistols ready but are greeted by Valora and some of her staff members engaged in some mystical and aquatic ritual. The SIA agents interrupt the ritual, and the staff members respond by attacking with glassy-eyed looks and gills on their necks. One of the agents is killed before the others are able to subdue Valora and her staff members. Upon questioning, the Councillor reveals the existence of a huge cult of Sakve in the governments and civilian population of both Septima and Sartoria.

Jozefo and Ĉiela leave the agent with police backup to place the Councillor and her staff in jail and leave with Carrese on a small patrol cruiser to travel to the restricted waters. Part way through the journey, some of the crew turn on them and reveal themselves to be cult members. Hoping to stop the ship and the agents from completing the journey, they attack. Jozefo and Ĉiela are injured during the fight, but the insurrection is put down and the journey continues. The cruiser reaches the waters and passes through a storm that kills Jozefo after strong winds and flying debris pushes him overboard. Ĉiela and Carrese continue the journey, in both the memory of the director and the strong desire to see it through to the end. They eventually reach the centre of the restricted waters, named ‘Punkto Atentigi’.

The cruiser closes in, and the waters become ever more treacherous to sail through until the captain orders the ship turned around. As they start their return trip, Ĉiela looks back over the stern railings. Watching through the heavy rain and lightning, she sees a huge monstrosity rise out of the water with many long tentacles instead of a body. Suddenly, her eyes began to turn glossy as she grows webbing between the fingers on her hands. Ĉiela pulls out her pistol and turns to face Carrese slowly, having been enveloped by the horror and wonder of Sakve.
