'I'm going to be straight with you' Sasaufe started 'I came here in the hope of securing trade agreements and other minor things yes but also to secure allies. I need to know that if I stand against Selene I won't be alone. Now originally I had planned to gain your trust and then deceive you, but since then I rethought that plan and although the priestesses words helped this I had thought you would make a better ally than an enemy. Too be honest, I'm quite new to the game of politics, sure I may seem fine on the outside and sure I did run a city since I was your age but running a country is completely different. I'm a bit, well a lot paranoid regarding Selene, what happened to you is proof enough to be scared of them, and I needed to know that I had an ally somewhere, I sent Heesish to try and gain allies at the summit and I told him to specifically look out for any anti-Selene nations. I'm kind of planning a revolution and although it may seem a bit rash considering I just came to power and Kauzka isn't exactly the strongest or richest nation so I needed allies and seeing you already disliking Selene and putting Ranxiagrir in jail I thought you would be on my side if this was the case you as first priority' Sasaufe stopped more a few seconds 'after meeting you in person and after this past day I can assure you that any plans to deceive you or anything like that are gone, as the priestess said 'allies make the worst enemies''

Ishay leaned back in his chair, silently absorbing the new information. This was not at all how he'd foreseen this conversation going, but it wasn't all bad either.

The silence between them lasted for almost ten minutes before the Dras spoke.

"I believe you. But it does put me in quite the predicament since Procellia can't make official alliances, it would compromise our neutrality. And that neutrality is what we hope will keep us out of the war that I foresee erupting as Selene continues to decline. We already see civil war threatening Greece and several other nations."

He paused again before resuming "Now what I'm about to tell you is Top Secret, not even the Prime Minister knows. Can I trust you to hold this information tight?"

'Definitely, I may have hid things from you but I don't give up other people's secrets, especially yours' Sasaufe assured.

Reassured the Demon King continued "My council has found a loophole in the neutrality laws. As you know Procellia has a mostly self governing province called Urru, which has its own government. As such national laws don't apply there. Which is why we have a class of laws called "Empire laws". To make a long story short to if a place is bound by Empire Laws they are treated as a part of Procellia."

He paused to let this sink in "Now to be clear this isn't an offer. This is just something you need to know as a friendly nation. But, if Kauzka became officially part of the empire in the future it would be protected by Procellia."

'That could be an option, if it comes to that of course. You must know that the whole war thing was just an idea, perhaps if I gain enough support it might follow through, but that is a good thing for me to use as a last result, if I was under Procellias protection even Selene would think twice before a counterattack' Sasaufe thought this over 'look I'm actually still unsure about the whole thing I mean creating a world war over an empire that still treats us fairly seems a bit of a waste of lives and resources, although we are developing drones, but I always have to take in consideration the people's thoughts and how they would respond, perhaps if they do try anything funny I will start it but that should be a much later date than this' Sasaufe paused and then said 'it's good to have you at my back though' she paused again and then said 'but let's not dwell on this anymore, I brung a few gifts with me which I would like you to have'

Ishay smiled in response "Keep it deep in that back pocket, because there's no guarantee the Assembly would even approve it. They already mutinied once. But enough of the serious things, I'm excited to see what you've brought"

Sasaufe smiled back 'great' she said 'they're in one of my suitcases so we'll have to walk back there' Sasaufe stood up and walked back to the room. Upon reaching it she went into the bedroom and came out with a metal suitcase that looks like it should be full of money. She opened it and pulled out two items, a book and what looked like a claw weapon. 'This book is a religious book which is usually only granted to the religious leaders of the Praanier followers, but since I built new churches for them one of the leaders gave me his copy. They are extremely rare and would be worth probably over one million paws (the coin of Kauzka, depicting a cats paw on both sides). I myself am a follower of Fymmis but the gift is important and I wanted you to have it to learn about our history and culture, I also wanted it to be a sign of my trust. It pretty much includes detailed instructions on everyday customs, ceremonies and about half of it on the beliefs and some philosophical writings. The next is a set of ceremonial claws that used to be awarded to royalty but is now given to high ranking people in politics, such as the councillors. These ones actually have quite a history as they were used in the Namzuma wars, which was one of the famous tribal wars of old. They were found in Messes by a team of foreign archeologists who knew almost nothing of our culture and we're just looking for gold or jewels. I managed to buy them for 50 paws, which was all of my money then, and I kept them for 19 years, yes I was 10 but my family was upper middle class so I had quite a bit of an allowance. Little did they know that these would be worth about 100,000 paws, but I wanted to learn the history of them so 9 years later I got one of my college friends who knew how to examine that sort of thing to look at it and he managed to work out that it was used in those wars' she attached one of the claws to her hand by slipping her fingers through the metal rings and clipping another on around her wrist 'after those wars they were usually made as ceremonial and so were unfit for fighting' she unclipped it from her hand and handed the book and claws to the Dras.

The Dras took the gifts, bowing politely as he did. These were indeed gifts of great worth and symbolism. "Thank you, I am honored"

The Dras carefully set the claws on the table, as he took a close look at the book. "How odd that it seems our first meeting is trademarked by the sharing of religions. You as the first foreigner to see our sacred ceremonies in a millennium, and me as the first Procellian to be allowed access to a rare holy book from your homeland."

'Perhaps it's the age of the sharing of culture, perhaps it's a sign? I do know that one good turn deserves another though so I hope these gifts are enough to repay you for letting me into the ceremony' Sasaufe replied 'take note that the book is written in Nouyarhi so you will probably need a translator' Sasaufe touched the strange scratch marks on the cover that was the Nouyarhi writing. 'It says 'Garthei no ia rethai' or in your tongue 'The Children's Sacraments' which refers to the ceremonies and you could probably tell who the 'children' are' she said.
