Forming political parties is completely legal in Sartoria, but for some reason the population dislikes then. Instead you have informal coalitions, mainly based on geographical/cultural differences.

Well I was hoping that the Sorist Party of Satoria would be allowed but be mostly hated by it citizens, sort of like the Communist Party of the USA.

Sorism is being seen as more and more of a joke in world affairs because of Qing Resell.
