The third quarterly Congress of the People's Asssembly is set to take place next Monday, October 2nd. For the unfamiliar reader, quarterly congresses generally serve as a period for the People's Assembly, along with unions and various ministries, to assess yearly plan progress, national statistics, and make any necessary policy changes as needed. Although generally uneventful, 2017 has seen exceptionally significant policy advancements such as an accelerated move to solar energy earlier this year.
In preparation for the 2018 Congress, it seems the October 2017 Congress brings the possibility of yet another uncommon and notable change. It has been announced today that the first week will include a national referendum on the position of premier. This comes with the likelihood of a special election week if the motion passes. The announcement stated that such a special election would take place starting the following week, October 9th. The referendum, proposed by the Qastari Communist Party, would introduce new rules for political parties in relation to the office of Premier. It also introduces changes to the role of the Premier of Qastari along with new positions which would share and/or assume some of the Premier's current responsibilities.
