So Kitos, not wanting a civil war, had tried to talk to Keemu, and when that failed he saw no other option.
Seek help from the other countries to deal with him. He wanted no more deaths of his people if he could and did not want to order them and turn into another dictator, so he sought a meeting with the other countries.
