Qastari [Ka-star-ee], formally known as the Democratic People's Republic of Qastari (DPRQ), is a moderately sized nation situated primarily on the southeastern peninsula of the Eastern Continent. The current government was founded in 2011, and declared the country fully united in October 2016, having successfully emerged from a roughly six year civil war. It's current government is officially a democratic centralist, socialist state. The DPRQ currently borders no other major world powers.

Legislature and Their Primary Duties

    Premier

The Premier of Qastari is the highest individual office of power in the Democratic People's Republic of Qastari. The current premier, who has also been the sitting General Secretary of the Communist Party since the country's founding is Ariya Khassan al-Mareqi. The Premier's obligations are many, representing and participating as a member of the Qastari People's Assembly, along with representing the country on a world stage.

Under normal circumstances, aside from being a member of the Qastari People's Assembly, the Premier acts domestically as somewhat of a figurehead. However, under circumstances in which they deem an emergency situation, the Premier may take it upon themselves to unilaterally enact legislation; a policy meant as a safeguard against inaction where immediate attention is required. Along with the task of occasionally seeing to international policy, the Premier also appoints the Marshall of the Qastari People's Army. The Constitution of Qastari currently inhibits virtually no limitations on who can become premier, most of which being shared requirements to becoming a member of the Qastari People's Assembly, that being the primary requirement. Once elected by their peers of the People's Assembly in a majority vote, the Premier stays in office until either resignation, recall, or death, however reelections occasionally take place largely as a tradition, and to at the least measure the confidence of the People's Assembly in the Premier.

    Qastari People's Assembly

The Qastari People's Assembly (QPA), as a legislative body, is the highest authoritative organizational body in Qastari. The QPA leads the country according to in varying degrees, on the basis of level of importance, the principles of democratic centralism and application of the mass line. That is, respectively:
1) all decisions made by the Qastari People's Assembly are binding both on all members therein and all subsequent levels of authority throughout the country. Before any decisions are made, the greatest level of debate and free discussion that is deemed appropriate will take place to ensure as complete of a consensus in the Assembly's vote as possible.
2) Quotas are enforced to ensure that People's Assembly members are drawn from members of the working masses, and that the input of working people is translated into substantive models of the country's wants and needs in order to be theorized into the advancement of the country's people and of socialism.

The primary duties of the Qastari People's Assembly is to regularly assess the conditions of the country and pass down legislation to subsequent organizations such as provincial assemblies and government ministries. The QPA also meets yearly in a congress to assess the progress of and formulate national plans, whose purpose is to establish long term goals for Qastari and it's people. Most of the plans developed by the QPA are considered intentionally above realistically predictable goals, in order to push production as quickly as possible. The 2012-2016 plan was at it's end declared a success and, statistically speaking, exceeded it's original expectations. The original goal, which was to meet pre-war production output and living standards, was surpassed by a comfortable margin. This will be proceeded by the 2017-2020 plan, which will be reviewed and further detailed on a yearly basis.

Members of the Qastari People's Assembly, once elected, remain incumbent generally as with the Premier until resignation, death, or voter recall. The country is made up of various voting districts, determined largely on population and provincial borders, from which each member of the QPA is elected. The primary requirements for a candidate to be eligible to be elected are that they are an experienced worker of at the least the All-Worker's Union of Qastari, and have proven a minimum level of political and theoretical education. The Qastari People's Assembly is currently made up of 295 members.

     Provincial and Local Assemblies

Provincial and Local Qastari People's Assemblies (known as [province] People's Assembly and [city] People's Assembly respectively) are subsequent authoritative legislative bodies under the Qastari People's Assembly. However, the role that these organizations perform is essentially perform is quite different that that of the QPA. As opposed to writing law, economic plans, and political theory in that manner, the duty of the Provincial and Local Assemblies is to interpret QPA legislation and push them into specific practical applications. This involves various duties from working closely with Unions and the Ministry of Internal Trade to organize industrial and economic planning, to detailing and expanding upon vague national legislation where needed to more specifically suit their locality.

Like the Qastari People's Assembly, however, they operate very similarly in that candidates are pooled from local voting districts and have very similar requirements to be eligible to hold office.

Foreign Relations

In the short history of the Democratic People's Republic of Qastari the country has been largely isolated from international politics in order to focus inward on reconstruction. As the line of the Ariya al-Mareqi and the Communist Party among others has pushed the country further towards internationalism and cooperation, the country has since begun to reach out towards nearby foreign governments.

Qastari's closest neighbor and ally currently the Socialist Autocracy of Xialta. The two countries, under recent trade agreements that have mutually boosted production in the two nations, have enjoyed positive relations since 2016. Since the beginning of trade, they have also signed a defensive alliance granting each other a guarantee of aid if one nation is attacked, and coordination of military efforts.
