The National Communist Council was founded in the Sharan province, after they voted to create the party in order to share their beliefs with the world. The NCC and Sharan follows a far left, far libertarian form of government known as Council Communism. Council Communism is founded on the idea of a society free of money, where time and work is used to gain resources. The economy is entirely government owned, and the work force is governed by usage of work and time, rather than money. A 5 hour work day is the base of work, with workers being allocated to places in need of a workforce. The average worker is allowed up to $100 equivalent spending money, with this money being the only currency used, even if it isn't tangible. This means that luxuries can be acquired easily, without unnecessary wastage of resources that comes with over spending.
Food, power and water are provided free as part of the basic working program. The base spending money can be increased by having a longer work day, with $20 equivalent being added for each extra hour worked. This may seem like a paltry sum, but since there is no tax, power or water bills and food is payed for you, all of this money can be used to spend on whatever you desire, so in fact this is more money than most other countries or territories allow their workforce to spend. The only reason there is a ceiling on how much you can spend, is to avoid the unnecessary waste of resources that might come with economic anarchy, such as to many cars or luxuries.
The government system is mostly representative, however large things like major laws and cultural decisions such as changing the flag are put out to a direct vote. Everyday things are taken care of by the Council, whom is comprised of 20 individuals whom are specialized in different fields such as, environmental, economic, international relations, law and order, defense and the like. The Councillors must have enough knowledge in the field they wish to apply for, such a degrees, masters and PHDs. Every 5 years the councilors are re-elected, with a councilor only allowed to serve on term. This means that an entirely new Council is elected every 5 years, which means abuse of power can only last for a maximum of 5 years and that is only if they are not known to be abusing their power.
The NCC wishes to unite all of Lopolia under this system, providing a free and happy life for all, following their governing motto '
Freedom and work, hand in hand'.
