It has been over three years since our region was founded. Selene was an idea: a community where NationStates would remain, first and foremost, a game, where roleplaying would be a fun activity for all to share. Over the past couple of years, I cannot help but wonder if we have lost sight of that idea, and tried to become something that we are not.<br />
<br />
We tried to become a standard Modern Tech region, but in so trying we stopped being fun, exciting and unique. What fun is there in roleplaying in a world much like our own, without added incentives, wiggle room for creativity or hardly anything to set us apart from others? We must be honest with ourselves and admit that there is much for improvement, but also much opportunity for renewal and future success.<br />
<br />
I have consulted with the Prime Minister over the past few days, let alone few weeks, and we have come to the conclusion that profound change is needed, on a scale not seen since the first year of this region. To that effect, I would like to announce some changes:<br />
<ol type="1" class="mycode_list"><li>The Privy Council is dismissed. They have my deepest thanks for their long service to the region, and I hope they will remain in Selene and help in the work to remake it.<br />
</li>
<li>Parthenopias and Sizhou are appointed Privy Councillors for Roleplay Reform, and will be tasked with the arduous work of remaking the region, though always with the input of its members.<br />
</li>
<li>In the spirit of the change that will sweep the region, all letters patent are rescinded, with the exception of titles held by the Emperor or the Crown Prince.<br />
</li>
<li>Corpus Juris will remain the law of the region, though some changes to its other chapters, especially Chapters IV and V, should be expected.<br />
</li>
</ol>
For a more formal version of these decisions, please refer to <a href="http://selene.online/images/government/RO_1901.png" target="_blank" rel="noopener" class="mycode_url"><span style="font-weight: bold;" class="mycode_b">Royal Order 1901</span></a>.<br />

With that announcement&amp;nbsp;out of the way, I would like to go into detail on the changes that we can all expect moving forwards:<br />
<ol type="1" class="mycode_list"><li>The Map of Artemia, and all accompanying history, will be voided.<br />
</li>
<li>Selene will cease to be a Modern Tech region; instead we will transition to Post-Modern Tech.<br />
</li>
<li>There will be two habitable planets. One planet will host the human species. The other planet will host three species, two of which will be playable.<br />
</li>
</ol>
Specifics on just how "post-modern" our tech level will be, how the solar system will work and which how participation and plots will work will be forthcoming. I hope we can, in due time, involve everyone in this discussion, but I also hope we all understand that some decisions will have to be made by the Privy Council, in order to ensure an orderly transition.<br />
<br />
If all goes well, I would hope to enact these changes no later than December. Until then, please do share your thoughts on these proposed changes, and your ideas on how to make them work for the region in general, and for each of you in particular.</div>

It has taken a few months for us to take another look at this, but we finally have the results of the Survey, and wish to present them for a discussion among our community.<br />

Since MT is our canon, there would be no issues with that field. Things are more interesting and complex when it comes to promoting roleplays of different tech levels; it would be possible to promote canon roleplays in Past Tech, or promote FT roleplays in The Dardanelles. It would depend (1) on interest levels and (2) how dedicated the community would be to following through with those roleplays.<br />

Of course, given our current relative inactivity, there is an argument to be made about focusing on keeping stable activity in MT before branching out to other tech levels, but that would depend on what kind of interest there is. Perhaps branching out would lead to more activity, rather than divert from it.</div>

There are four types of roleplay, all related to internal national events or peaceful cooperation, that respondents answered they either Like or Strongly Like. Nation Building has the highest likeability average, at 4.6, so there lies the most potential for member engagement.<br />

There are two points to consider about this. On the one hand, nation building is important in order to have a consistent and well-developed world, and also so each member can figure out what place it has in the world. We simply can't roleplay with others if we don't know what kind of country each of us have. Are we friends? Are we enemies? Do we have valuable resources? Are we monarchies or dictatorships? There are many questions that need to be answered.<br />
<br />
On the other hand, focusing too much just on nation building risks prolonging our current inactivity, where we focus on off-forum nation building and Flash News posts, without actually creating stories or interacting with each other. These results also show us that there is potential for cooperation. Plenty of respondents have a liking for space exploration roleplays, civil wars and government visits. In addition, while other types of roleplay are in the minority, there are still players who like them, and we need to listen to them.<br />

There are some ways in which we can motivate people to get involved. For one, we can integrate nation building into story creation. Another idea we could incorporate is to allow each member to decide a roleplay type or theme of the month, provided that it has broad agreement from the community, and to each promise to roleplay that. I understand that some of us have preferences, but unless we absolutely hate a kind of roleplay, I believe we can make small concessions in order to make the region a more active and fun place.<br />

<div style="text-align: justify;" class="mycode_align">I am proud to announce the first <span style="font-weight: bold;" class="mycode_b">Foreign Policy Marathon</span>, a week-long event whose goal is to promote activity and encourage our roleplayers to form closer ties with each other. This even is officially hosted by the Privy Council, and therefore all roleplayers are encouraged and expected to participate.<br />

<span style="font-weight: bold;" class="mycode_b"><span style="font-size: medium;" class="mycode_size">When will the Marathon take place?</span></span><br />

It will take place between August 1-7, for a whole week.<br />

All roleplayers will be required to participate in at least one foreign policy event, with at least one other roleplayer. Each event will be worth a certain amount of points; by the end of the week, the roleplayer with the most points will receive an award.<br />

This even is officially hosted by the Privy Council, and therefore all roleplayers are encouraged and expected to participate.<br />

It will take place between August 1-7, for a whole week.<br />

All roleplayers will be required to participate in at least one foreign policy event, with at least one other roleplayer. Each event will be worth a certain amount of points; by the end of the week, the roleplayer with the most points will receive an award.<br />

When that happens, and it seems that you might not agree on a good way to solve the problem, it might be a good idea to file a request for a Founder Ruling.<br />

A Founder Ruling is a request for the Founder to review your case, see the evidence, hear the arguments made by both parties, and decide the fairest course of action. It is an easy and simple way to solve your difference, by letting a neutral third party take a look and see the case for its merits, rather than being biased towards you or the other party. Once the Founder has considered all the evidence, he will issue a ruling, which will be the final word on the controversy.<br />

			<title><![CDATA[Puglov and Language as It Relates to the Western Continent Arcadia]]></title>

			<description><![CDATA[This is a ruling request regarding whether a wholly made-up language utilizing a character-based writing system (similar to Chinese but NOT Chinese - I think the proper term for this sort of writing system is a syllable-based logography) as well as the usage of syllables, tone, and context to convey spoken meaning would be allowed and realistic to the setting of the Artemia as it is currently. In here, I have compiled a list of evidence and arguments in favor of using such a language.<br />
<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Point #1:</span> Artemia as a whole is a world that is kind of an alternate Earth but has a number of clear differences. The positioning of the continents, the size of the continents, the distribution of islands- it is a world that is geographically much different than that of Earth as we know it. This is made even more clear by the fact that the western continent rather than having a history and ethnicities similar to that of Native Americans has much more in common with Europeans. Additionally, it has not yet been clearly defined where ethnic and linguistic differences might arise. Much like Russia, Turkey, and Asia are on a similar continent near the same regions and have different histories, myths and legends, and languages, it is entirely possible the same could be said of the continent Arcadia. From the tip of Akarus to the peninsula of Selene through Sartoria onto plot 135, we have a very sizable landmass. I haven't done exact calculations, but it looks to me like it could be a good deal more than 10-15 million square kilometers, not quite as big as Russia and China combined but close. That's not including the rest of the continent from plot 138 (recently approved to be Puglov) southwestward and down. Who's to say a divergence in language couldn't have occurred around this point, especially if we add in that parts of Puglov and the plots near Puglov may or may not have been a bit geographically isolated due to mountain ranges?<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Point #2</span>: There were no conditions or standards set on what types of languages could be where so that a newbie such as myself could be forewarned before beginning development in Artemia.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Point #3</span>: Although, Indo-European is identified as a basis for the languages on the western continent of Arcadia; it should be noted that again, this Earth is different and technically, there really isn't an Indo-European. The framework for the languages in the western continent of Arcadia, then, heavily based on actual Indo-European languages or no could've come about very differently. On a historical basis, writing systems usually evolve in the following way:<br />

			<content:encoded><![CDATA[This is a ruling request regarding whether a wholly made-up language utilizing a character-based writing system (similar to Chinese but NOT Chinese - I think the proper term for this sort of writing system is a syllable-based logography) as well as the usage of syllables, tone, and context to convey spoken meaning would be allowed and realistic to the setting of the Artemia as it is currently. In here, I have compiled a list of evidence and arguments in favor of using such a language.<br />

<span style="font-weight: bold;" class="mycode_b">Point #1:</span> Artemia as a whole is a world that is kind of an alternate Earth but has a number of clear differences. The positioning of the continents, the size of the continents, the distribution of islands- it is a world that is geographically much different than that of Earth as we know it. This is made even more clear by the fact that the western continent rather than having a history and ethnicities similar to that of Native Americans has much more in common with Europeans. Additionally, it has not yet been clearly defined where ethnic and linguistic differences might arise. Much like Russia, Turkey, and Asia are on a similar continent near the same regions and have different histories, myths and legends, and languages, it is entirely possible the same could be said of the continent Arcadia. From the tip of Akarus to the peninsula of Selene through Sartoria onto plot 135, we have a very sizable landmass. I haven't done exact calculations, but it looks to me like it could be a good deal more than 10-15 million square kilometers, not quite as big as Russia and China combined but close. That's not including the rest of the continent from plot 138 (recently approved to be Puglov) southwestward and down. Who's to say a divergence in language couldn't have occurred around this point, especially if we add in that parts of Puglov and the plots near Puglov may or may not have been a bit geographically isolated due to mountain ranges?<br />

			<description><![CDATA[I am here to begin a discussion about the possibility of allowing <span style="font-weight: bold;" class="mycode_b">Microstates</span> to exist in Artemia. As it stands the current map does not facilitate any plots for them and the current set of rules do not allow the dividing of plots thus making their creation currently impossible. Hence this discussion to change the latter and not the former. <br />

I should point out that this is not a discussion for the existence of <span style="font-weight: bold;" class="mycode_b"><span style="font-style: italic;" class="mycode_i">Micronations</span> </span>those would be like Sealand. <span style="font-weight: bold;" class="mycode_b">Microstates</span> in this are to apply to entities like Monaco, Andorra, San Marino, Liechtenstein, the Holy See (Vatican), Singapore and to an extent Hong Kong and Macao. Each of these entities has existed and survived into the modern world and for that I must say that they are some kind of modern marvel that truly exemplifies a resilience of their peoples. Though at the same point they only exist today because of the willingness of nearby nations to allow them. <br />
<br />
I hereby <span style="font-style: italic;" class="mycode_i"><span style="font-weight: bold;" class="mycode_b">propose</span> </span>that Microstates be allowed to exist in Artemia but under unique circumstances and governance. I believe they should not inherently be included in the Primary-Secondary system that currently exists as they are a literal blip on the map. I also believe they should be done in a <span style="font-weight: bold;" class="mycode_b">case-by-case</span> basis directly submitted to <span style="font-weight: bold;" class="mycode_b">Justinian</span>. This would allow and ensure that they are quality and well thought out ideas and thus we won't end up with a half assed microstate. They should also be <span style="font-weight: bold;" class="mycode_b">plausible</span> much like the ones that exist in the real world currently. <br />
<br />
It would require that nations work together if it means carving out a small section of owned territory. For example if say Sartoria wished to have a microstate exist along the Parthenopian coast then I would need to agree to such a thing and it would need to be fleshed out as to why Parthenopias or my predecessor states didn't outright annex the city-state. <br />

<span style="font-weight: bold;" class="mycode_b">The Reason</span> why I believe they should be allowed into Artemia is because they allow for the rich development of stories. Each of the IRL microstates has an interesting story to tell an interesting culture and a beautiful history. That enrichment could help stir interest in lore in certain regions of our world that are currently underdeveloped. <br />

As for the limitations to be placed upon them that would be up to <span style="font-weight: bold;" class="mycode_b">Justinian</span> at the time of the idea being put to him. Not all microstates are as populous as Singapore or as rich as Monaco. With the ascension of myself to the position of Prime Minister of Selene yesterday at the behest of the Emperor, Selene has entered a new phase in its history. This phase, following the details of the plan I hold of Selene, will be seen in future generations of roleplayers as the most fateful time for our region, as that of a difficult and hardy time. Should our community fail to meet good expectations set forth here today, then our region will go through a difficult time indeed, but should we succeed, then Selene will have risen from the ashes to embody a regional phoenix that has surpassed and will continue to surpass our great expectations.<br />
<br />
With that in mind, and with the grace and blessing of the Emperor, I am hereby issuing a challenge to all Selenids: If we cannot approach and surpass a level of activity in the month following this address that is acceptable to all members, then the community as a whole has failed, from leadership down to the rank and file members of the region. We cannot allow such a community to continue on in its present form if we do not meet a basic activity requirement of four posts for every nation that currently exists on our regional map. <br />
<br />
The purpose for such a requirement is more quantifiable than qualifiable. The success of our region should not be measured in simple post counts, it must be measured in terms of the fulfillment of the reason we log into NationStates and continue to read and post: fun. However, the most glaring barrier to having fun is the lack of posting, and with assistance as needed and a baseline minimum set, the lack of posting may turn around and result in a stronger desire to post as well, which will avalanche into productivity and fun. <br />
<br />
I do not believe this is a difficult goal to accomplish in the slightest regard. Our community has some of the most productive minds I’ve ever seen in my time in NationStates, and at a mere four posts a month for every nation with the large array of possibilities for RP? Such a goal should be the average activity for our region at the least, but desperate times call for desperate measures, and the desperate measures I intend to fulfill should we fail are extreme indeed. It is what I have been colloquially referring to as Order 76.<br />
<br />
The most important thing to note about this order, however, is that this is not the first choice, but the last. The government does not want to have to enact this, but we shall have to if the community does not answer the collective goal set out in front of it in a manner that we may all be pleased with. With this in mind, the parts of Order 76 are, in brief, as follows: Create a backup of the forum of Selene, the Byzantium Herald, the Bulletins, the World Factbook Entry, and any dispatches created in an official capacity for Selene; Reinstall the forum from scratch, with new themes, a new forum organisation if necessary, new introduction threads as necessary for the official map, the Ekklesia, the canon of our RP, and anything else deemed appropriate; Create a new homepage to serve the needs of both Selenids and foreigners who visit selene.online, by adding or removing pages as needed; Create a new World Factbook Entry to reflect any possible changes in themes and designs as necessary; Recruit in earnest emphasising the need and requirement for activity for new Selenids; and enforce a new activity requirement with the addition of a prize should the region be active enough. In short, it is a Grand Purge, and a fresh start for a region that bills itself as A Fresh Start.<br />
<br />
I must re-emphasise that this is the final option for the government, and that we would highly prefer to avoid enacting it if the community will answer the call. It would destroy the work that we have all put into our canon and region, and that is not an option anyone would want to take that feels even the slightest investment. The Emperor and I strongly want this region to succeed in its current form, and we will assist any Selenid that asks for our help so that we may all come together to create a better and more active region. <br />
<br />
As Prime Minister of Selene, I hold the Emperor’s blessing to do whatever is necessary to encourage activity, and in the time leading until July 19th when the challenge I have issued earlier expires, I will recommend to the Emperor that any Selenid that reaches and exceeds the four posts required in this month by a factor of two should become a Member of the Order of Selene, and that any Selenid who actively assists others shall become a Baron. We must reward those who go above and beyond in this trying time, and this is but a simple way we may do it.<br />

There has been deliberation over a possible move of the main chat service back to IRC, and I would like to cement that the region is not being forced to move their preferred chat services at all. The server on Discord will not be deleted to force a move, but instead, I will personally use it less to encourage the community to move to IRC. Whatever chat service the region uses, it has not helped with activity a great deal, but by moving back to where we started, with IRC’s possibilities in clients and customisation for each person, and the lack of major software issues that have been experienced with Discord, I hope we may continue to chat quickly and effectively within our community.<br />
<br />
To assist the Emperor and I in ensuring a high quality of activity, I am appointing Tek as Deputy Prime Minister and as Roleplay Councillor. Their experience in a wide variety of roleplay will be an asset to our region, and by consulting with them on ways to continue activity and increase the quality of our RPs, they will serve Selene as no other Roleplay Councillor has before. <br />
<br />
Selene is meant to be a Fresh Start for all of us. If we can all commit to ensuring that the fresh start we came here for is not a start with our feet in cement and our hands shackled, then we can commit ourselves to making certain that we will never return to the abyss that has plagued our region for the past year. <br />

<br />
I address you all today to discuss the state of the region, both gameside and forumside, the measures that we have tried to initiate to produce sustainable activity and other matters that are relevant to our region and its future.<br />
<br />
Selene was founded, more than a year ago, with the ideal of being a community where everyone had a chance to participate, but most importantly, where everyone had a stake in the growth of the region. We had leaders, but the success or failure of the region would depend on each and every member, and the interest they displayed on keeping our venues active and our quality at a certain standard. If activity is low, then it is incumbent on members to resume posting, to work among themselves to raise the activity level. If quality is low, then we should work together to ensure those better experienced help those with less experience raise their posting quality. In the end, Selene is a common project, and the region is only as good as the people who are invested in its success.<br />
<br />
That in no way means that I or anyone in the government have no responsibility or blame. It is our duty to encourage activity, organise events and ways for others to get involved, help members find their place in the region. We have undoubtedly been lacking in that regard, and moving forward, we will double our efforts to make sure that all that can and should be done, from our side, is indeed being done. There are be no more excuses, because we too are part of the region, and, starting now, must share with everyone else the responsibility for its success.<br />
<br />
However, there is little point in encouraging activity, organising events and helping others find their place in the region, if there is little response or interest on the part of others, if some apply for the map but never roleplay, if some join the regional chat but never talk, if some express a willingness to help but never actually help. As things stand today, very few members post regularly on behalf of their nations or their characters in the legislature, and even less members post in the message board. When invited or encouraged to participate, the truth is most members simply fail to respond, and while few do rise to the occasion, it is unfair to ask full activity from them or to expect their own activity to compensate for the lack of activity on the part of others.<br />
<br />
Just like we are making a commitment, here and now, to do our part to ensure the success of the region, all members must make that same commitment, so that we know on whom we can count, and work with them to bring about the sustainable activity that we need.<br />
<br />
It is in that sense that I hereby appoint Constantine Lambros as Prime Minister of Selene, and grant him formal powers to manage the governing and community structure of the region as he deems necessary, to ensure that the above goals, and any others that comply with the same, are met. He will have the power to rule on the roleplay canon, website structure, recruitment and foreign policies, and all other aspects as necessary to improve the state of the region, provided by the position of the Founder, and the core ideals of Selene of openness and fairness, are not compromised.<br />
<br />
I urge all to come together, to reach out to the government, to make a commitment to work with the common goal of making Selene an active, friendship, open and thriving region, where all have a place, and where activity, rather than a goal to attain, is a reality to maintain. When Selene thrives, we all do.<br />

<span style="font-weight: bold;" class="mycode_b">Fornoire </span>claims to have a navy number <span style="font-weight: bold;" class="mycode_b">413 Vessels</span> as he states that with his nation's long <span style="font-weight: bold;" class="mycode_b">Naval Tradition</span> + <span style="font-weight: bold;" class="mycode_b">5% Military Spending </span>from a &#36;3 Trillion GDP + Having a <span style="font-weight: bold;" class="mycode_b">population </span>of <span style="font-weight: bold;" class="mycode_b">200 Million </span>should allow him to maintain, staff and supply a fleet of this size. <br />
<br />
I submit that the United States of America IRL only has about 430 Vessels. The Russian Navy has 271 Vessels. <br />
<br />
As Fornoire like all other nations in Artemia are not superpowers I submit that navies should not exceed 230 Vessels. Most nations should they choose to focus on naval efforts rather than air force or army I would submit that they should emulate regional powers like;<br />
Spain - 131 vessels<br />
Italy - 184 vessels<br />
Japan - 154 vessels<br />
<br />
I further submit that the French only maintain a 90 ship fleet even though they have numerous possessions throughout the world as remnants of their Colonial Empire. The British as well have remnants of their Empire but only have 77 ships. <br />
<br />
<span style="font-style: italic;" class="mycode_i">I ask for a Ruling to be handed down on the reality of Fornoire having such a large navy in Artemia along with setting out some guidelines for nations to use in the future to gauge their own naval sizes. </span>]]></description>
