Stellar Council

What is the Global Information Survey?
The Global Information Survey is a data survey created by the Stellar Council to consolidate information about all sovereign states in Sorana and Vesta, the two inhabited planets in the Selenid System. Any country that wishes to join the Stellar Council is required to complete the Survey and allow the data within it to be audited by the Council. The Survey consists of six main sections, listed as follows:

• Overview [general country information]

• Government [leaders, government structure and suffrage rights]

• People and Society [population, languages, religion and other demographic data]

• Economy [GDP, unemployment, poverty, industries]

• Military [military expenditure, active and reserve personnel, service branches]

• Space [space expenditure, colonisation, space fleet]

How do countries generate the data necessary to complete the Survey?
The Survey asks information that you would know, as a representative of your country. If you have doubts on how to complete the Survey, however, the following resources could help you have an idea of what how the Stellar Council expects information to be filled out:

Each question within the Survey has a description and, in some cases, examples of what kind of information is expected.

This thread contains information on the Selenid System, including its inhabited planets and further details on species, languages and religions.

The submissions by Sartoria, Septima and Valessia have been audited by the Stellar Council and provide examples of how the Survey should be completed.

If in doubt, you may find fellow country representatives in the Deep Space Gateway, a space station that serves as a lounge and discussion venue for members of the Stellar Council.

What happens after completing the Survey?
Immediately following completion of the Survey you will be redirected to the thread where it will be posted. Auditors from the Stellar Council will be notified of your country's submission and will review it for accuracy, noting any outstanding points and making recommendations in case any piece of information is unclear or inaccurate. If you still have not joined the Deep Space Gateway, it is highly recommended that you do so at this point, since that would make it easier for you to have a steady dialogue with the auditors.

Once the auditors are satisfied with your country's submission, it will be approved and your country will be admitted as a full member of the Stellar Council and the global organisation of your planet: the World Council for Sorana or the World Society for Vesta.

Where does one complete the Survey?
The Survey may be completed by a duly appointed representative of sovereign states through eGIS, the electronic form that contains all questions. eGIS may be found by clicking the following button:

ShowOOC - Information for New Members
This thread is, for the most part, written from an in-character perspective; that is, as if you were the representative of your country. This specific section is written out-of-character and addressed to you as a user with an interest in roleplaying in Selene.

What kind of roleplay does Selene do?
Selene roleplays in a post-modern canon that starts in the year 2132; this means that space travel and off-world colonisation are underway, but there no faster-than-light travel yet. There are two planets with intelligent life: Sorana and Vesta. Sorana is a near-ocean world home of two non-human species. Vesta is a planet similar to Earth and the home of the human species.

How do I join the roleplay?
In order to start roleplaying you only need to have a nation in the NationStates region of Selene and fill out the Global Information Survey. GIS is a form that will allow you to figure out some of the basic information and statistics for your country. This will help us know what kind of country we should expect and, at the same time, it will make it easier for you to have an idea of what kind of nation you will run. Once you have submitted your form, a Roleplay Councillor will review it, suggest possible changes for you to make and, in the end, approve it.

Can I use languages for my country languages like French or religions like Christianity?
We would encourage you to invent your own religions, but in the end the choice is yours. That being said, consider the following rules for languages and religions:

• You cannot use real names. For example, you cannot use the name Spanish because there is no Spain in our world.
• Other countries may already be using the language and religion that you have in mind. If possible, check with the users controlling those countries so that you know if it makes sense for you to use those languages or religions (e.g. if the language you want to use only exists in the other planet, if the language you want to use comes from a country that was never near yours).

Our section on Species, Languages and Religions lists all the languages and religions that are currently in use, as well as the countries and users that are currently using them. When in doubt, ask your Roleplay Councillor.

Who can I ask if I have questions about roleplay or the planet I'm in?
If you ever have questions about anything related to the region, your best bet is to head over to our Discord server and ask. There will always be someone online who will be more than happy to help you. If you have specific questions about your planet, the following are the people in charge of each planet:

• Parthnopias and Sizhou are the two players in charge of Sorana.
• Justinian Kalominos and Evangelous Dimitriou are the two players in charge of Vesta.

Can I be removed from the map?
You may be removed from the map in the following cases:

• If you have failed to participate at least once a week during the past month.
• If you no longer have a nation in the NationStates region of Selene.
• If you are expelled from the region or from the regional roleplay for grave or repeated violations of the rules of common decorum within Corpus Juris, the regional basic law.

If you are removed for either of the first two reasons, you may still reapply and generally expect to be readmitted. If you are expelled for rules violations, consult with the Privy Council before reapplying. It is possible to file for a leave of absence no longer than one month on account of health, studies or personal business by posting in our Leaves of Absence Notifications thread. When in leave, you will be exempt from the activity requirement, but not from the requirement to have a nation in Selene or to abide by Corpus Juris.

The Selenid System

The Selenid System is the only planetary system known to have intelligent life. It is composed of 10 planets, an asteroid belt and numerous natural satellites and space stations, all of which orbit a G-type main sequence star. While much of the inner system has been explored, the outer system and beyond remain little explored and have only been observed through telescopes and, in some cases, by unmanned probes until recently. The planets are as follows:

• Planet 1: a rocky, barren world, Planet 1 is the smallest planet in the system, but its cratered surface and reddish apeparance make it an attractive destination for exploration.

• Planet 2: permanently covered in thick clouds, Planet 2 has a highly hostile surface, affected by a severe greenhouse effect that makes direct exploration, even by unmanned probes, a risky endeavour.

• Sorana: one of two permanently inhabited planets, Sorana is mostly covered by oceans and is known as the homeworld of the Lyseans and the Caedri, two of the system's sapient species.

• Planet 4: a tidally-locked world, Planet 4 has one side permanently facing the star and the other side permanently facing away from it. While it is not fully habitable, there are some temporary settlements in the strip of twilight between the dayside and the nightside.

• Vesta: the second permanently inhabited planet, Vesta has more landmasses than its sister planet and is known as the homeworld of the Humans, the system's third sapient species.

• Planet 6: the largest planet in the system, Planet 6 is a gas giant known for its colourful bands in its outer atmosphere and prominent storm systems.

• Planet 7: a mid-sized gas giant, Planet 7 has a reddish colour due to its high temperatures.

• Planet 8: the second largest planet in the system, Planet 8 has a blue colour due to its high levels of methane and is also known, much like its larger counterpart, for its storm systems.

• Planet 9: the smallest of the outer giants, Planet 9 has a high concentrations of ammonia, methane and other icy gases in its atmosphere.

• Planet 10: the second smallest planet, Planet 10 is a rocky world perpetually covered in ice, making it a particularly reflective body despite its distance from the star, as well as one of the most intriguing destinations in the system.

Sorana

Sorana is a vast world graced by boundless seas. teeming with life and long watched over by Austaras and Thesan, its two natural satellites. The quest for the stars has always been set in the minds of its two sapient species: the Lyseans and the Caedri.

The Lyseans are a reptilian species with a tradition of hierarchical and insular societies. The Caedri are a furry, lemur-like species, less militaristic and more technology-focused; they stand out for their use of self-augmentation through technology. Both species came into contact with each other in 579 BFC (1502 CE). The reality that they were not the only sapient species in their world shook both of them and caused breaks in their societies. Many believes that the other species should be wiped out, while others believed that coexistence would be possible. These divisions caused particular strife in Athyria, the Lysean continent, throughout the following century.

Eventually the two species entered a period of open hostility until a cold war came about in 195 BFC (1886 CE), which would last for 58 years until a cooperative period that saw both species work together on missions to Thesan in 126 BFC (1955 CE) and Austaras in 119 BFC (1962 CE), followed by a joint space station in 91 BFC (1990 CE) and permanent off-world colonies in 46 BFC (2035). Probes were sent to Planet 4 in 43 BFC (2038 CE), followed by a manned mission in 15 BFC (2066 CE). These spacefaring efforts led to the first contact between Sorana and Vesta, the homeworld of the Humans, on 1 AFC (2081 CE).

Blocs

Following the first contact with Vesta, countries have divided into two large coalitions:

• Diplomats: led by Siranthirion, they believe that both worlds have much to learn from each other and that there should be greater mutual understanding and cooperation between Sorana and Vesta.

• Militarists: led by Valessia, they believe that humans cannot be fully trusted, and are suspicious and, sometimes, hostile to the idea of greater cooperation between the two inhabited planets.

While both sides disagree often with, they still trust each other more than they trust Vesta, contributing to the cold war between both worlds.

Vesta

Vesta is the fifth planet and the homeworld of the Humans, a species known for their ingenuity and eagerness to explore the unknown, as well as their considerably shorter lifespans -roughly around 90 years- compared to other species such as the Lyseans, to a lesser extent, the Caedri.

The sole sapient species in their planet, Humans still suffered strife similar to their off-world kin throughout the centuries, including global conflicts in 188 BFC (1893 CE), 120 BFC (1961 CE) and 54 BFC (2017 CE). These wars severely weakened humanity over time and eventually led to the collapse of the old world powers and the emergence of the World Society, a worldwide organisation dedicated to the maintenance of peace and international cooperation.

Infused with a newfound purpose, humanity looked to the stars. The first truly international space station was established in 38 BFC (2043 CE), followed by manned missions to Apollo, the planet's only natural satellite, starting in 24 BFC (2057 CE). In addition, various probes and rovers were dispatched across the system, particularly to Planet 4, as part of Vesta's first serious efforts to establish a permanent presence in other celestial bodies. In 1 AFC (2081 CE), humanity had its first direct contact with its kind from Sorana, opening a new chapter in the history of space exploration and interplanetary relations.

Blocs

Much like the divisions in its sister planet, Vesta is also separated into two sides when it comes to interplanetary relations:

• Diplomats: led by Sartoria, they sometimes sympathise with the Militarists but insist that the best planetary defence is to build enduring ties with Sorana, particularly the Caedri, learning from each other and exploring the cosmos together.

• Militarists: led by Septima, they call for a greater presence in space and strong planetary defences to protect Vesta in any possible conflict with Sorana.

While both sides have their differences, they still tend to work together and see themselves as fellow kin, given that both sides as of the same species.

Species

There are three sapient species in the Selenid System: Lyseans, Caedri and Humans. The first two come from Sorana, while the third comes from Vesta. In the past century all three species have established a permanent presence in space, building space stations, mining resources and founding colonies and research bases in other celestial bodies.

Lyseans
Highly hierarchical, with martial prowess and honour deemed paramount. Lysean society was long organised into a feudal state until recent centuries. Lyseans are prone to suspicion of outsiders and are heavily suspicious of humans. The position of the host is important; safety is guaranteed even in the presence of an enemy if either party is hosting the other. Starting violence while being hosted is incredibly frowned upon and could lead to exile or execution.

• Planet of origin: Sorana.

• Sub-species: Sovereigns, Regulars, Dreggs.

• Physical appearance: Reptilian.

• Lifespan: 300 years (Sovereigns), 110 years (Regulars), 60 years (Dreggs).

• Height: 214 cm (Sovereigns), 183 cm (Regulars), <165 cm (Dreggs).

• Sexual maturity: 75 years (Sovereigns), 30 (Regulars), 15 (Dreggs).

• Societal maturity: 50 years (Sovereigns), 20 (Regulars), 10 (Dreggs).

• Body modification: Tattoos, piercings and jewelry are common and can often be a sign of status. Body augmentation is poorly seen.

Caedri
Historically tribal and clan-based, Caedri have three sub-species, of which Males and Females are the only fertile one. Mechanics are skilled in technology and body augmentation, often gravitation towards leadership positions. Magi were formerly the leaders of tribal clans and remain fit for physical combat, though they tend to prefer solitary lives. Caedri are less prone to suspicion towards outsiders and enjoy the cultures and standards of other societies.

• Planet of origin: Sorana.

• Sub-species: Male/Female, Mechanic, Magi.

• Physical appearance: Lemur-like.

• Lifespan: 100 years.

• Height: 169 cm (Male/Female), 163 cm (Mechanic), 175 (Magi).

• Sexual maturity: 16 years.

• Societal maturity: 20 years.

• Body modification: Piercings are used by Males and Females. Mechanics are known for using technology to augment their bodies.

Humans
Long known as an aggressive and combative species, Humans ended their last global war with an egalitarian and peace-oriented spirit. While they live shorter lives than the Lyseans or Caedri, they compensated this by an eagerness to explore, always interested in knowing other cultures and sharing their own, though they can be aggressive when confronted with practices that they deem unacceptable even if they tolerate similar behaviours in certain countries within their planet.

• Planet of origin: Vesta.

• Sub-species: None.

• Physical appearance: Ape-like.

• Lifespan: 80 years.

• Height: 167 cm.

• Sexual maturity: 16 years.

• Societal maturity: 18 years.

• Body modification: Tattoos, piercings and jewelry are sometimes used as personal fashion. Body augmentation is not common.

Languages

Countries in Sorana and Vesta each have their unique sets of languages. The following table lists all the known languages in the Selenid System, along with their countries and planets of origin. If your country has a significant amount of people who speak one of the following languages, it is advised that you notify the country of origin.
