The problem with inland claims is that you're surrounded and unless you're friendly with those surrounding you, good luck doing trade and travel with other nations. I'm personally not opposed to a mostly inland nation with only a sliver of a coastal (Big enough for only 1 city/base.) if you'd like to do that.

Plot: The Coastline and peninsula below the Seniaren Empire
Capital City: Imperius, located on the tip of the peninsula.
Others: Praetoriam (coast right of the peninsula) Illuminus (coast left of the peninsula)
And Octavei on the mainland.
