Olivier's plane was nearly about to touch down as the young Emperor noticed he had not yet put his tie back on. He had taken it off after boarding the plane so as to not have something tight around his throat, he had a fear of flying and quite frankly having something tight around his throat made it hard to swallow. For most of the flight he had been in briefings about protocol with the Atariians and other various nuances about the trip. Some might be bored or extremely nervous if they were in his shoes, this being only his second state visit abroad as Emperor and all. For Olivier however this was absolutely magnificent, he was getting to see a land he had never been to before and the people, the culture and well for him this was some degree of paradise. This fascination that he had on this visit was not limited to Atariia however, it was to all the nations of the world. His youthful exuberance and this outlook of excitement had to be reigned in according to some of the more senior members of the government but Olivier was Emperor and for him he was going to put this excitement on full display so that the world could see that Noveaux was excited about reaching out beyond the traditionally close group of allies it had for for the better part of a century. Atariia was a nation new to the world stage by most standards, having emerged from their civil war back in 1974. While Noveaux had been on cordial terms with the preceding government, those ties had been rather quickly severed when said government began a serious campaign to eliminate opposition. When the Atarrian people rose up against this oppression the Novean government in a rather highly criticized move not only funded the rebels but also had military advisers sent to aid them. In hindsight this broke with all kinds of protocol in Noveaux and the international community but it had paid dividends as when the war was over and the reconstruction began Noveaux's support had brought about a new friend and in time an ally. 

At present Atariia was one of two nations not yet in the Tripartie Alliance that were allied with Noveaux. The other was Noveaux's southern neighbor and long time friend, Neuvu. While Neuvu had been at the negotiating table for nearly half the last decade it had not been apart of the Tripartie's predecessor, the Ever Closer Pact between Noveaux, Sekia and Eraphalia. This difference meant that Neuvu was going to accede to the Prosperity Accords within a couple weeks of the foundation while Atariia was going to have to wait for nearly a month or so. The specific time table of the accession was something on the agenda and one reason that Olivier was visiting. He also was here to get a feel for the distant ally of Noveaux, a nation led by a President who had been a friend of the former Empress and indeed Noveaux itself. 

Upon landing Olivier donned his tie which was the same shade of faded blue that was on the Novean flag that adorned the outside of the plane. He wore a black fitted suit that accentuated his fit physique and his hair was styled though was a bit tussled from his sleep. He approached the doorway and with a genuine smile proceeded down the stairs and over to the Atariians who were awaiting his arrival. Much to Olivier's delight only a small security detail was present at the airport, he didn't enjoy being engulfed by security and only traveled with a light detail as well, though the National Security Bureau would certainly say all were the equivalent of three other people. 

General Karl Sieg was the man who Olivier would be meeting first and out of respect he saluted the General before shaking his hand. "Thank you for meeting us here General." Olivier said with a smile and bit of a bounce in his step as he proceeded on from the greetings and into the car that took him to the National Senate building which was large and monolithic in detail. The city was beautiful and the port magnificent, Olivier made a mental note that he'd need to come back to Atariia during the warmer months to go relax at an ocean side retreat somewhere. The drive to the National Senate was pleasant enough, Olivier spent the time looking out the window and only half paying attention to his assistant's briefing on the details of the meeting. He was far more curious about the country and its people than the meeting but being Sovereign meant he had to put the national interests ahead of his own. 

Exiting the car he turned back to where a few reporters were taking a moment to wave and flash his devilishly handsome smile their way just to make someone somewhere swoon. "Your Majesty what have you thought about Atar?" Came a question being shouted by one of the reporters, he felt the glare of his assistant on his back as he broke protocol and proceeded over to where the reporters were. They looked stun that a ruler, a monarch nonetheless had actually broken with protocol and opted to answer a question personally. "It's absolutely beautiful here, I wish I had more time to look around and see the city's niches but alas I have a meeting to attend to that has the fate of my nation and yours becoming intertwined" Olivier said before breaking off as a few more questions were asked. From there he now proceeded into the building and to the room where the Atariian President was waiting. He entered the finely decorated room with a smug expression he had given his assistant before turning into one of respect as he approached the President. "Thank you for having us today." He said greeting him and shaking his hand. 
With such an occasion at hand, it was important for President Atarii Segasis to make a good impression. He had quite cordial relations with Noveaux's former Empress and meant to continue that legacy with the current monarch. However, this being the first time they met in person, many felt tensions of Emperor Olivier Bast's arrival. At least this was the case with the Capitol Guard and their supervisors. Segasis knew this and hoped the day would go smoothly, in the least for their sake. "Yes, yes, I'm aware..." He dismissed the various concerns the Chief of Security had about the meeting. This man was no threat to the President or Atariia, he was trustworthy despite it only being his second trip out of Noveaux. 
 
As Atarii heard of the Emperor's arrival in Atar and his motorcade traveling to the Atariian National Senate, he got up from his desk in the Office of the President of Atariia and walked over to the window overlooking just a small part of the crowds surrounding the building. He watched as they were being held back by the ever-faithful Capitol Guard. "Those men and women do so much for their country and us here in the National Senate personally," he spoke aloud. One of his advisers chose to reply: "Yes, sir. They truly deserve the respect and gratitude of this nation." 
 
At any rate, Segasis was informed of the motorcade's arrival and began to make his way to their meeting room, just down the hall. It was one of three grand meeting rooms in the President's Wing of the Atariian National Senate, adorned with portraits of various high-ranking officials that have served at some point or another in the Segasis Administration, as well as large draperies in the national colors of Atariia that hung over the beautiful lacquered wood floors. The main hallway that ran through the President's Wing connected these rooms and was decorated in much the same way. There were grand arches above the walking space that were supported with grand marble pillars that were part of the walls. The president often enjoyed these walks in the halls; he never tired of them, especially knowing the horrors of the bloody civil war and the long road after reconstruction that made this all possible. 
 
Upon finishing setting up in the meeting room, Atarii received the word that Emperor Olivier had arrived and was making his way through the halls. As his security team scrambled and slightly panicked to make sure everything was perfectly secure for their meeting, Segasis relaxed in his chair and patiently waited. This was the day he had been waiting for since hearing of the change in leadership for Noveaux, and he would continue to wait until the Emperor had completely arrived. Just as this thought was passing through his mind, such an event happened. He calmly stood up as the doors were opened and the Emperor walked in, along with General Karl Sieg and the security escort. "Hey Karl," said the President upon seeing his old friend, then quickly turning his attention to the Emperor, "It is so great to finally make your acquaintance! I have been looking forward to this day for some time." The gracious acceptance of Noveaux's sovereign was appreciated, judging by the look in his eye and the slight smile at the sight of the President, presumably for the same reason as was mentioned: this meeting was highly anticipated by most all within both nations, especially their leaders. "Thank you for having us today." He was gracious for the hospitality he had received so far and was looking forward to the rest of the time spent in Atariia. "Shall we get started?" Segasis looked pleased at the Emperor's desire to continue with the meeting and dive into discussions.

The casual demeanor with which President Segasis greeted the General was something that clearly caught Olivier's assistant off guard but as for the Emperor this was a welcome sign that formality was not something that would be high order here. A more relaxed and welcoming atmosphere took hold after the entrance was made. As he entered and made his way to the President, Olivier could help but keep smiling even as he formally met the President. As President Segasis spoke saying that he had been looking forward to this day for a little while now Olivier couldn't help but nod, "Indeed that feeling is certainly mutual." He said. His voice was even though a bit of joy was easily found within. "I admittedly am not only excited to be meeting you Sir but also getting to see your nation. Seeing foreign lands intrigues me, especially the people." A moment passed before he realized he might have gone off on a tangent, "Pardon my tangents, they come and go." He said with a bit of a laugh. 

From here he proceeded to the topic of great interest to the parties gathered, the Tripartie Alliance in relation to Atariia. "As you know the Prosperity Accords were signed a few weeks ago quickly followed by Neuvu's accession to the Accords bringing them in as the fourth full member of the Alliance." Olivier said handing a dossier to the President that had been prepared by the Noveans in-flight as a handy little guide filled with diagrams, notes and other interesting tidbits that would make this go a bit smoother in case Olivier missed something. "The election for my government will take place at the beginning of Jantide so we believe it would be prudent for the Tripartie to hold the rubber stamp vote on Atariia's membership on say the tenth of Jantide. That would give my government eight days to shift around in the event that the incoming administration wanted to raised doubts within Noveaux for your admittance." He said though there was no expression as to this being likely. It would be known that even if the elected government of Noveaux wished to block the admittance of Atariia into the Tripartie they would be unable to do so unless Olivier consented to them seeking the means to do so through the Treaty Organization. He then turned his full attention to the President of Atariia, "Does that work for you all?" He asked with a calm voice.

"Of course!" Atarii said with delight. "Now the nature of this, this admittance? Surely we would be given express notice as soon as anything were to happen." He looked to the sovereign and his assistants. "Why, most certainly! In all honesty, the whole process should be rather painless for the both of us. And even more so for our nations." Segasis smiled with acceptance at the fact that things were going so smoothly. He looked back to his advisers as if to say "I told you so" and carried on with the meeting. The two leaders went over the smaller, less noteworthy details of the plans for Atariia's acceptance as a Full Member into the Tripartie that surely would change two or three times before all was said and done. As they did this, their respective parties handed the occasional files and timelines of everything in order to ensure accuracy. Although, anyone could tell that the two leaders were more interested in other topics, those not quite as 'boring' to them. 
 
Olivier had a great urge to see all that this Atariian culture had to offer, of which most everything was new to him. While knowing the general ins and outs of Novean culture from his time as President of Atariia, he was highly intrigued with what the new Emperor would accomplish and what goals he meant to achieve while ruling over Noveaux. He waited until he could manage to turn the topic of conversation to this burning question in his mind and agreed, to himself of course, to answer all of Olivier's cultural questions soon after his thirst for knowledge was satiated. In due time, and once his advisers seemed pleased with the amount of information duly noted, he pursued this venture. "So, Sir, or Olivier if you prefer, what are your plans now that Noveaux has happily seen the election of their youngest ruler? Surely you see growth and progress in the future of 'Emperor Bast's Noveaux?'" He chuckled to himself at the title and awaited Olivier's response.
