Why can't there be a compromise? Use some of the money to raise the wages of military personnel, while using the rest to upgrade equipment and weapons?

The Democrats will not like that. Sure, it fulfills some of their objectives, but they do not want to increase the military's capibilities. That's how strong the collective trauma of the Meridian people has a hold on the national politics: the military is not respected as a saving force, it is barely trusted. It is just a tool that needs to be kept restrained unless it is necessary.

This can only go one way or the other. There is no room for compromise.

If that is the case, then wouldn't the Republicans be angering a lot of their constituents by wanting to increase the military's capabilities?

Many Meridians want to join the AU, but not all of them agree on this "sacrifice". Still, it is not an unpopular idea, as it is justified as just a small price to pay in exchange for greater cooperation and prosperity under the AU banner.
